Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is HC1047-07-T-0015. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-17 effective 15 May 2007. The solicitation incorporates by reference the following clauses and provisions: FAR 52.212-1, 52.212-3, 52.212-4, 52.212-5 (Deviation); 52.222-3; 52.232-17, 52.247-34, 52.252-2, 52.252-6, DFARS 252.204-70004 Alternate A, 252.212-7001. The Defense Information Systems Agency intends to solicit and award a single firm-fixed price purchase order under Federal Acquisition Regulation (FAR) Part 12 and 13. This is an UNRESTRICTED SET-ASIDE. The North American Industrial Classification System (NAICS) code for this acquisition is 721110 with a small business size standard of $6.5 million. Please identify your business size in your response based on this requirement. Please include your DUNS number, CAGE code, and Taxpayer Identification Number (TIN) in your response to this requirement. This requirement is for: CLIN 0001- Hotel Guest Rooms (QTY 40-50 EACH) for the United States Secret Service 2008 Presidential Campaign Training Session. Check-in: August 12, 2007 Check-out: August 24, 2007 CLIN 0002- Training Conference Room Rental (QTY 1 EACH) with the following training equipment: one (1) podium with microphone and one (1) projection screen. CLIN 0003- Lab Conference Room Rental (QTY 1 EACH) CLIN 0004- Secure Equipment Storage Area (QTY 1 EACH) CLIN 0005- Refreshments (QTY 1 LOT) Contractor shall provide refreshments as cited within the statement of work. **THE 2008 PRESIDENTIAL TRAINING EVALUATION CHART MUST BE COMPLETELY FILLED-OUT AND ACCOMPANY ALL PROPOSALS/OFFERS** 1. Task Title: Training Site Procurement 3. Background: DISA provides support to the US Secret Service and Joint Staff to acquire communications equipment and personnel for the protection of Presidential Candidates, Vice Presidential Candidates, visiting dignitaries, National Special Security Events, and special events associated with the Presidential elections and national events such as World Cup Soccer, Fleet Week, etc. This training is held every three years and is of a sensitive nature. Equipment will be brought in and set up at the beginning of the training consistent with the training schedule in the below paragraphs. Due to the cost, amount of equipment, and sensitive nature of the equipment being stored, it must be kept in a secured area away from general public access to limit the risk of loss. A separate entrance to the conference area away from the main lobby for this purpose is necessary. 4. Objectives: To acquire a training site for the US Secret Service 2008 Presidential Campaign Training Session at Scott AFB, IL 62225 to be held 12 Aug 2007 through 23 Aug 2007. 5. Requirements: a. Guest Rooms: (take government rates into consideration) Room availability from August 12, 2007 through August 23, 2007 with checkout on August 24, 2007. (1) Provide quote for 40 to 50 guest rooms --Request a quote on a minimum of 40 guest rooms, maximum rooms needed is 50 guest rooms (There is no guest room preference, however preferably non-smoking) Check-in: August 12, 2007 Check-out: August 24, 2007. b. Meeting Rooms/Classroom. Provide conference room for approximately 60-70 attendees. Due to the sensitive nature of the training, it is necessary to limit access to the conference center/training areas to conference/training attendees only. Other requirements are as follows: (1) Podium with microphone and a projector screen in the training conference room. (2) Training Conference room shall be available during the following dates/times: August 12, 2007, 9:00am through August 18, 2007, 2:00pm, August 20, 2007, 6:00am through August 20, 2007, 8:00pm, and August 24, 2007, 6:00am through August 24, 2007, 4:00pm. Size of the Training Conference room is to be a minimum of 1700 sq. ft. Tables shall be configured in a classroom configuration and positioned with a walking aisle of at least 3-ft between rows and on the sides of rows. If 8-ft wide classroom tables are used, no more than three (3) people per table and if 6-ft wide tables are used, no more than two (2) people per table. Tables should be available for seating of a minimum of 60 people with 10-15 additional chairs positioned in the rear of the conference room. --Ceilings in conference room must be at least 12 feet high to accommodate set up of antennas for demonstrations. (3) Lab Conference room shall be available during the following dates/times: August 12, 2007, 9:00am through August 18, 2007, 2:00pm August 20, 2007, 6:00am through August 20, 2007, 8:00pm. Size of the Lab Conference room is to be a minimum of 1700 sq. ft. Fourteen (14), 8-ft x 3-ft, or equivalent, banquet tables and 30 chairs will be made available for use in the room. Conference users will set up tables/chairs to meet specific needs. --Power requirement is a minimum of six (6) power outlets w/20 amp circuits available. --Ceilings in conference room must be at least 12 feet high to accommodate set up of antennas for demonstrations. --Capability to install two (2) telephone lines by local TELCO during duration of training; phone line installation will be contracted separately by the government. --There should be limited visibility/access to the conference areas by the general public other (4) Secure equipment storage area of at least 500 sq. ft. shall be available during the following dates/times: August 12, 2007, 9:00am through August 20, 2007, 8:00pm. Area must be lockable with limited access by hotel staff. Conferees must be able to access room 24 hours a day, 7 days a week. (5) Access to the roof of the conference center is required for placement of antenna and radio installations as necessary from August 12, 2007, 9:00am through August 24, 2007, 12:00pm. (6) Provide refreshments in the rear of the Training Conference Room as per schedule below: Morning: August 13, 2007 through August 17, 2007 and August 20, 2007 -Refreshments to be provided are as follows: 100 each- Assorted Soft Drinks 6 gallons- Coffee 3 gallons- Hot Water with (Tea Bags, Sugars, creamer, and lemon) 4 dozen- Donuts 4 dozen- Bagels Ice Water (As Necessary) Afternoon: August 13, 2007 through August 17, 2007 and August 20, 2007 -Refreshments to be provided are as follows: 6 gallons- Ice Tea Ice Water (As Necessary) 7 dozen- Cookies 3 dozen- Assorted Fresh Fruit Morning: August 24, 2007 -Refreshments to be provided are as follows: 3 gallons- Coffee 3 gallons- Ice Tea Unused refreshments from the morning shall remain available until the end of each day, approximately 6:00pm. c. DUE TO TRANSPORTATION LOGISTICS, HOTEL MUST BE NO MORE THAN 20 MILES FROM SCOTT AFB, ILLINOIS, 62225. Period of performance is: August 12, 2007 through August 24, 2007. Information shall be provided in a format that reflects the price per item, a total price per item, and a grand total for all items. The Government reserves the right to cancel this solicitation with no obligation to any offeror. Only one award will be made to the lowest price technically acceptable offeror. Offerors must quote on all items or none. Partial quotes will not be accepted. The Government reserves the right to make an award from initial offers.
