Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See note 10. The United States Army Tank and Automotive Research, Development, and Engineering Center (TARDEC) in Warren, MI has a requirement for the following: The Hybrid Electric Mobility team requires an AC dynamometer with associated dynamometer controls and data acquisition system for motor/generator and motor drive controls testing. Unit must be a four quadrant AC dynamometer and function dynamically betwee n quadrants. The dynamometer must be an active dyne, specifically with the ability to transition dynamically between quadrants. Dynamic transition between quadrants means the dynamometer system can simulate a vehicle load climbing up a hill (requiring mo t oring torque) then peaking and going down the hill (requiring a generating or braking torque) thereby transitioning between two quadrants on-the-fly. The dyno system should be fully programmable, regenerative and upgradeable. This system is to be inte grated or installed into test cell 10 of building 212 and interface with available building electrical facilities. Following lists the requirements of the system: AC dynamometer specifications/requirements: Base Speed 2000 Rpm Max Speed in range of 10,000 - 12000 Rpm Max Torque @ base 900 Lb-Ft Constant HP above Base 350 Hp Foot Mounted Air cooled In line Torque measurement disk Dynamometer controller specifications/requirements: Must be AC line regenerative capable Dynamometer Controller modes: Speed/Torque Closed loop Vector control Relay Logic as required. E-Stop, Fault Reset, Pilot Light annunciations such as: Power On, Drive on etc. Data Acquisition/control system specifications/ requirements: National Instruments with Lab view SW Dig Inputs 8 Relay Output 8 T/C inputs 32 RTDs 8 HS Analog In 16 (resolution 16 bits) HS Analog out 2 (resolution 16 bits) PC based cpu mounted in a free standing enclosure Operator control station mounted in a control room separate from the dynamometer NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (22-JUN-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
