- The proposed acquisition is a total small business set-aside. Offers from other than small business concerns will not be considered. The NAICS code applicable to this acquisition is 711320. The small business size standard is $6.5 million. The 482nd MSG Operational Contracting Office, Homestead Air Reserve Base, Miami-Dade County, FL is issuing a solicitation for commercial services prepared in accordance with Federal Acquisition Regulation 12.6 for Open House / Air Show planning, coordination, and execution services. Contractor to provide all labor, tools, transportation, material, equipment, and supervision necessary to plan, coordinate, and execute an Open House / Air Show in accordance with all applicable laws, regulations, standards, instructions and commercial practices as described in the Statement of Work (SOW). Contract period is from the date of award to 14 November 2007. A Firm Fixed Price contract will be awarded. ----------------------------------------------------------------- Proposals submitted in response to the solicitation will be evaluated utilizing a PRESENT / PAST PERFORMANCE – PRICE TRADEOFF. In order to be considered for award, the offeror has to meet the following two (2) MINIMUM QUALIFICATION REQUIREMENTS: (1) Within the last three (3) years from the date of issuance of the solicitation, the prime must have conducted at least one (1) “turn-key” air show operation in the United States of America with daily attendance of at least 50,000 individuals. “Turn-key” is defined as having performed all of the following duties as part of the contract: Air Boss / Air Operations Officer, Narrator, FAA Coordination, Traffic Management, Marketing and Advertising, and Food, Beverage, and Souvenir Concessions. (2) Within the last three (3) years from the date of issuance of this solicitation, the prime must have conducted at least one (1) air show in which at least one (1) of the following demonstration teams performed: USAF Thunderbirds, USN Blue Angels or Canadian Forces Snowbirds. ----------------------------------------------------------------- The projected date for availability of the solicitation package is on or about 20 April 2007. DFARS 252.204-7004, required Central Contractor Registration will be incorporated by reference in this acquisition. The offeror shall provide its DUNS or if applicable, DUNS + 4 number with its offer, which will be used by the Contracting Officer to verify that an offeror is registered in the CCR database. Lack of registration in the CCR database will make an offeror ineligible for award. Contractors are recommended to initiate CCR registration and or complete your annual confirmation requirements via the Internet at: http://www.ccr.gov/ or by calling 1-888-227-2423. Additionally, the successful offeror will be required to submit invoices using Wide Area Work Flow-Receipt and Acceptance (WAWF-RA). Information regarding WAWF-RA is available on the Internet at https://wawf.eb.mil.
