Description
NASA/KSC plans to release a Draft Request for Proposal (DRFP) for the KSC Medical and Environmental Support Contract (MESC). The general MESC requirements include: Occupational Health Support: operate onsite clinics, conduct physical examinations, operate fitness facilities, direct emergency medical services, manage employee medical records, and provide clinical laboratory services. Environmental Health Support: provide industrial hygiene, health physics, sanitation services, regulatory consultation, conduct hazard assessments, prepare regulatory reports, and provide for laboratory analysis of workplace samples. Environmental Support: conduct permit sampling, prepare regulatory reports, provide regulatory consultation, investigate spills, dispose of the Center?s hazardous and controlled waste, evaluate ecosystem change, monitor impacts from NASA launches on the environment, assist in regulatory surveillance, and conduct launch emissions modeling. Aerospace Medicine: provide crew launch and landing medical support, develop launch incident medical support, coordinate with outside launch support entities, provide clinical laboratory analysis, and support prime crew and family medical evaluations. Agency Occupational Health Program: provide technical support and Agency-wide program assessment. This procurement is a total Small Business Set-Aside. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 621111 and $9M, respectively. The anticipated release date of the DRFP, NNK07204121R, is on or about June 29, 2007. An ombudsman has been appointed ? See NASA Specific Note ?B?. Potential offerors are invited to submit comments regarding the DRFP using the form available on the MESC website, which can be accessed at http://mesc.ksc.nasa.gov/. Potential offerors are encouraged to submit comments on all aspects of the DRFP, including the requirements, schedules, forms, proposal instructions, and evaluation approaches. Potential offerors are also encouraged to identify any areas in the DRFP that are confusing or not clear, and may warrant additional information or clarification in the final RFP. All comments must be submitted by July 30, 2007 to ensure consideration by the Government. Offerors should note that if questions are submitted, that the questions and the corresponding answers will be posted on the MESC website identified above. Answers to questions submitted may be released incrementally. Prospective Offerors shall notify the Contracting Officer of the Offeror?s intent to submit a proposal by July 30, 2007. It is the Offeror?s responsibility to monitor the Internet site for the release of the final RFP and amendments (if any). Potential Offerors are responsible for downloading the solicitation and any amendments. Any referenced notes may be viewed at the URL identified below. The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will be posted on the World-Wide Web (WWW) on the NASA Acquisition internet Service (NAIS) and Federal Business Opportunities (FedBizOpps) websites. Deviations: A deviation to FAR 17.204(e), and NASA FAR Supplement (NFS) 1817.204(e)(i), which limits the period of performance of contracts to five years has been submitted to NASA Headquarters. The DRFP contemplates a seven-year period of performance. If the deviation is not granted, the period of performance will be five years. Preproposal / Pre-bid Conference Site visits and one-on-one meetings will be held July 18, 2007, 0900 ? 1600 EST.
