- NASA/GSFC has a requirement for TWO MICROCHIP TEST STRUCTURES FABRICATED IN THE PE FOUNDRY RADIATION HARDENED 0.5u FC PROCESS. FIFTY (50) UNPROBED DICE OF EACH MICROCHIP DESIGN. This effort requires the fabrication of two (2) 3mm x 3mm microchip test structures. The microchip design will be provided by NASA/GSFC and delivery of the first microchip test structure must be received by GSFC by the end of December 28, 2007. NASA/GSFC intends to purchase the items from PEREGRINE SEMICONDUCTOR CORP. PEREGRINE SEMICONDUCTOR is the only vendor who meets all of our requirements. The Authority is FAR 13.106(b)(1), Only One Source Responsible. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The procurement will be processed using FAR Part 13 Simplified Acquisition procedures, and the Government intends to solicit and negotiate with only one source, but quotes timely received by the response date will be considered. The DPAS rating for this procurement is DO-C9. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS at Yolanda.A.Williams@nasa.gov (email preferred), or fax to 301-286-8371, not later than 4:30 p.m. Eastern Standard Time on July 5, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. It is the offeror's responsibility for downloading their own copy of this notice and amendments (if any). This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
