Description
NASA Glenn Research Center plans to release a solicitation for Science Services. The resultant contract will enable the Glenn Research Center (GRC) to secure and sustain specialized research and technology development capabilities essential to its role in NASA?s Aeronautics Research, Space Exploration, Science and Space operations missions. The contract will facilitate the necessary advances in the understanding of the effects of the environment of space on the functioning of evolving Exploration Systems and the knowledge and design principles necessary to mitigate the negative impacts of that environment on system performance. Thus, the contractor will provide research avenues that, by filling gaps in knowledge, will create the foundation upon which broadly applicable new technologies can be developed. Those technologies will be used in systems which will be developed by various NASA Enterprises. The contract will focus on the following areas: Aerospace and Exploration Technology Development; Space Experiment Development; Physical and Biological Systems Modeling, Analysis and Testing; Space and Earth Science Research; and Program development and coordination of participation of multiple educational institutions. Utilization of GRC facilities and on-site presence that facilitates frequent interaction with GRC personnel is highly desirable. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 9. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
