Description
NOTE: THIS SYNOPSIS IS FOR THE SAME PROJECT PREVIOUSLY SYNOPSIZED ON FEDBIZOPS AND POSTED ON JUNE 6 2007 UNDER PUBLIC BUILDINGS SERVICE, ALLEGHENY SERVICE CENTER. DIRECT ALL QUESTIONS TO MICHELLE DONNELLY ON 215-446-4498. The United States General Services Administration has a requirement for the selection of a quality contractor to renovate the Bankruptcy Courtroom and Chambers within the Garmatz Federal Courthouse, located in Baltimore MD. The new courtroom and chambers shall include new ceilings, lighting and millwork (built-in furnishings, doors, and trim) and finishes. The secure corridor will be refinished; the existing holding cell, elevators and telecommunications closet shall remain. The HVAC and electrical systems shall be, modified and upgraded with new fixtures to accommodate the spaces. The contractor is also required to build mockups of temporary construction materials for verification and approval by Project Manager for dimensional massing. The estimated cost of the project is between $1,000,000.00 to $5,000,000.00. This project will be awarded as a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Experience on Similar Projects, 2. Key Personnel and Team (Subcontractors) Qualifications, 3. Management Plan. The NAICS code applicable to this project is 238220. This procurement is being set aside for Small Businesses. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be in the near future. Time, date and location will be provided in the solicitation.
