Description
NAICS Code: 541370 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Wilburn Township for the analysis of the efficiency of seepage pit type BMPs. The study will tie together the results from a field study and other data that have been collected by the Townships of Millburn and Summit to draw conclusions regarding the efficiency of seepage pits on a watershed basis. US EPA requires a contractor that possesses the unique capabilities of (1) collaborating with two municipalities to sample at their BMPs within two entire watersheds and obtain necessary associated data; (2) devoting resources free-of-charge to do monitoring and collect and mail samples; and (3) possessing the existing data related to determining the efficiency of seepage pits. Milburn Township is the only known source able to satisfy the Government's requirement(s) because they own and operate 1300 and 50 seepage pits installed in Millburn and Summit, respectively since 1999 (Millburn) and 2005 (Summit) under ordinance. Furthermore Millburn and Summit have data from previous studies. This data is necessary to insure the accuracy of this study. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
