- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being conducted under FAR 13.5 Commercial Item Test Program. Solicitation Number N68836-07-R-0053 is issued as a request for proposal (RFP). See attached document for specific requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-17 and Defense Acquisition Circular DCN 20070531. This requirement is 100% set aside for small business. The NAICS code is 238990. The small business size standard is $13.0 million. The provision at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, applies to this acquisition. Evaluation criteria are specified in the attached document. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition.
