- FISC Norfolk, Philadelphia Division intends to acquire on a sole source basis with Thomas Computer Solutions, LLC, dba TCS Translations, of Long Beach, CA, training services which will 1)provide students with the ability to conduct Interviews and Interrogations of foreign-speaking witness and sources or subjects with successful results while deployed; 2) provide lesson plans outlining training/instruction, including scenarios according to the Federal Law Enforcement Accreditation (FLETA) standards; 3) provide role players used in practical exercises to include scenarios for interviews and interrogation, and 4) provide a program manger to assist with scheduling, logistics, on-site supervision of linguist/role-players and modification to existing contractor developed course materials, including role-play scenarios. It is anticipated that the resultant contract will include five (5) distinct 2-day classes / programs scheduled during an overall period running from 9 Jul 07 through 14 Dec 07. A firm-fixed price contract is anticipated. This requirement will be processed in accordance with the commercial items provisions of the FAR part 12 and FAR part 13.5. Note 22 Applies. The Government will not pay for information received. The applicable NAICS code is 541930. NOTE: The current sole source action is intended as a bridge action while a longer-term competitive IDIQ solicitation is being processed. That solicitation is expected to be issued in mid to late July 2007. The RFP will be posted on the NECO website at www.neco.navy.mil. A one-year IDIQ contract plus four one-year option periods is contemplated. That requirement will also be synopsized on the NECO website and FedBizOps in early July. The RFP is expected to require both price and technical proposals. The current sole source action is intended to provide adequate procurement time to process the ultimate competitive IDIQ contract.
