Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center , Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center , Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for Hand Held Imager Long Range (HHI-LR). 1.0 SCOPE - The Special Operations Visual Augmentation Systems (SOVAS) Hand Held Imager (HHI) program is seeking sources and information for a Commercial-off-the-Shelf (COTS)/Non-Developmental Items (NDI) to fulfill the requirements identified in the draft specification issued with this announcement. The HHI Long Range (LR) is a hand-held thermal system with an integrated IR laser pointer and compass capable of detecting vehicle sized targets beyond 5 KM. The Government expects to award a 5-year IDIQ contract with options for 700 SOVAS HHI-LR systems. All responses to this Request For Information (RFI) should be submitted to the technical POC identified below NLT 19 April 2007. 2.0 INFORMATION REQUESTED - Interested vendors should submit a technical description of their COTS/NDI product such as photographs, physical characteristics, operational features, and an outline of how the NDI system measures up against the draft specification. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Any short-comings of the vendor?s NDI system to comply with the requirements of the draft speciation should be identified so that the Government may assess the impact of modifying the requirement for the pending solicitation. Additionally, interest ed vendors should also submit Rough Order of Magnitude (ROM) pricing for their products. 3.0 TECHNICAL AND SCHEDULE RISK - The SOVAS HHI Program will have limited to no interest in basic research or initial applied research responses, or in early prototypical items, unless a clear, rapid path can be shown to support a response to a yet to be released solicitation sometime in the summer of 2007. This schedule objective may be adjusted earlier or later depending on the schedule data collected from responding vendors. 4.0 COMMENTS - The technical Point of Contact (POC) for this Market Survey is Shawn Graber.
