Description
The Naval Air Systems Command Contracts Department, Code 2.5.1.7, at Patuxent River, MD has a requirement for an environmentally sealed, horizontal, fast-rise electromagnetic pulse (EMP) pulser for the Naval Air Warfare Center, Aircraft Division, Electromagnetic Effects Branch. This is a sources sought announcement. This synopsis is not a request for proposals. It is a notification to industry of the impending Government solicitation for an environmentally sealed, horizontal, fast-rise EMP pulser and a market research tool being used to determine the ability of businesses to meet the requirements outlined below prior to determining the method of acquisition and issuance of the Request for Proposal (RFP). The Government will not pay for any information received from potential sources as a result of this synopsis. The contractor shall provide an environmentally sealed, horizontal, fast-rise EMP pulser and control system with the following performance characteristics: Variable Peak Output Voltage Range: 1.5 MV to 6 MV; Peak Amplitude Reproducibility: <5%; Risetime (10% to 90% amplitude): < 1.2 nS over the full voltage range; Command Jitter: < 8 nS at 1 MV and above; Pulse Shape: < 5% deviation from theoretical exponential amplitude when driving an ideal 150 ohm load. The unit shall be capable of operating in humidity conditions up to the deposit of moisture on the outside of the pulser. Emphasis is on using proven design approaches to mitigate technical risk. Operation and maintenance manuals, as-built drawings, installation and full integration are also required. The applicable SIC Code for this requirement is 3699. The appropriate NAICS code is 335999, with a small business standard of 500 employees. The contract type is anticipated to be Cost Plus Award Fee. It is requested that interested businesses submit to the Contracting Office a brief capabilities statement package (no more than 15 pages in length) demonstrating ability to deliver the requirement above. This documentation must address, at a minimum, the following: corporate experience obtained within the last ten years delivering EMP pulser(s) of comparable performance characteristics, including contract number, contract value and point of contact; and a company profile to include number of employees, annual revenue, history, office location(s), DUNS number, and small business status.
