- The proposed contract action is for supplies for which the Naval Medical Center San Diego intends to award on a sole source basis to Advanced Bionis.This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERICAL ITEMS PREPARED IN ACCORDANCE WITH THE INFORMATION IN FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13, as supplemented with the additional information included in this notice. The final contract will be awarded in a combination of , technical capilities and price: 1) Technical Capabilities. Defined as ?as an assessment of the prospective contractor to determine if they have the basic knowledge, experience, and understanding of the requirements necessary to produce the required product/services must specifically address a management plan in providing the service. 2) Price. Contractors who do not meet the first factor will not undergo a price evaluation. (End of Clause) All Quoters shall include a completed copy of 52.212-3 with their quote.
