- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.603, as supplemented with the format included in this notice and following the Simplified Acquisition Procedures of FAR part 13.5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Department of Interior, through its Franchise Fund activity, GovWorks, is issuing this solicitation, Number 04-06-RQ-67758 as a Request for Quote (RFQ) on behalf of the US Department of Agriculture, Risk Management Agency. This contract will procure services to support the USDA with research into historical production, yield and market prices of specialty-use barley and soybeans, and characterizing current marketing and pricing arrangements. The outcome of research will help determine the practicality of providing a higher-insured price for specialty-use barley and soybean crops that can be used for both APH and revenue plans of insurance. If feasible, the contract may provide for development of the policy language and all program and actuarial materials necessary to modify the current insurance policies recommendations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. The NAICS code is 541612 and the Product Service Code is: R409.
