- The National Park Service intends to issue a Request for Quote for a Firm-Fixed Price contract to conduct environmental restoration actions, which include removal of a 40' x 50' island (25? 36.411', 080? 18.492') located approximately 15' from the shoreline, and rises 3.5' to 5' feet off the bay bottom. The site is accessible only by water. No direct land access is available. Water depths around the island are extremely shallow, normally less than 2-3 ft MLW. The boulder island is located within Biscayne National Seashore, South Florida. The boulders used to construct the island range from 1' to 3' in diameter. Sediment depths around the island average 1.5'. The island is estimated to contain a minimum of 325 cubic yards of rock material. This estimate is based on the dimensions of the island and an average sediment depth around the island. Excavation will not be required deeper than 1.5' below the sediment surface, should rock material be found below that point. Any required permits shall be acquired by the contractor. The contractor shall be experienced with work as described above and the contractor shall show prior work evidence of related work. This RFQ will be issued electronically, on the Department of Interiors National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be made available in Microsoft Word, HTML and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideas.nbc.gov. This service is provided for convenience only and does not serve as a guarantee notification. Subscribers to this service are ultimately responsible for reviewing http: //ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. The solicitation will be issued as a Request for Quote (RFQ) using a combination of Simplified Acquisition Procedures as outlined by the Federal Acquisition Regulation (FAR) Part 13 and Part 15. The anticipated range of this project is expected to be between $25,000 and $100,000. The contractor shall also be required to provide a valid Certificate of Insurance. A site visit will be scheduled for all interested parties with the time and date to be announced in the solicitation. The applicable NAICS code for this project is 562910 with a size standard of $13.0 million. Proposed issue date is July 9, 2007. The Government reserves the right to cancel this solicitation.
