- The work to be performed includes furnishing all motors, controls, conductors, brakes, drawings, engineering services and all other items required for a complete operating system for installation of a new monorail system with electric powered hoist. This work includes providing and installing supporting structures, the monorail system with electric powered hoist and providing testing services. It also includes removing and disposing of the existing crane and rails. The monorail system and support shall be designed by a registered professional engineer and must fit on the existing building and meet installation and working requirements compatible with workloads and available input power source. Award will be made to the responsible offer submitting the lowest evaluated price, meeting or exceeding the acceptability standards for the non-cost (technical) factors. The technical factors being evaluated are as follows: Technical plan for design and construction (schedule of work, procedures for removing existing crate and miscellaneous metalwork, procedures for installing new crane and miscellaneous metalwork), Company Experience, Key Personnel, Past Performance, and Safety. The work is located at Seminoe Powerplant, approximately 70 miles southwest of Casper, Wyoming in Carbon County. The solicitation packages will be made available on or around July 9, 2007. The proposals shall be submitted to the Bureau of Reclamation's Great Plains Regional Office, 316 North 26th Street, Billings, Montana on August 8, 2007, no later than 2:00 PM. There is no charge for the first copy of the solicitation; additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 per set. All reasonable sources may submit a bid which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $100,000 to $250,000. The North American Industrial Classification Code is 237990. The small business size standard is $31.0 Million. This acquisition is unrestricted. This specifications and drawings will be not posted to the internet; however a complete solicitation package is available in hard copy. To request a hard copy of the solicitation, contractors must fax a request to (406) 247-7798, Attn: Hart BlackEagle. The request must include contractor's name, address, phone/fax numbers, tax identification number and their Dun and Bradstreet number. Note 1: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be actively registered in the Central Contractor Registration. Contractors may register at http://www/ccr/gov Note 2: Effective January 1, 2005, any contractor submitting a quotation, offer or proposal to the Government must complete their Representations and Certifications online.
