- The Bureau of Reclamation intends to solicit and negotiate on a sole source basis with River Bottom Farms, 67628 River Road, Cibola, Arizona 85328-9701 to acquire farming services at the restoration site at Cibola National Wildlife Refuge (CNWR), located in the floodplain of the lower Colorado River, just south of Cibola, Arizona. Mr. Ron Swan of River Bottom Farms has an agricultural agreement with the CNWR and he is the only cooperative farmer authorized by the CNWR to work on the land. Therefore, Reclamation has identified River Bottom Farms as the sole source capable of providing the farming services required by Reclamation for the CNWR. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. This is a Notice of Intent only, and not a request for a Proposal or an announcement of a solicitation. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Government will not pay for any materials furnished in response to this synopsis. Submittals furnished will not be returned to the sender. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Responses should include the firm's business size [e.g. small business or other than small business] in accordance with the size standard of $6.5 Million for North American Industry Classification System (NAICS) Code 221310. This notice may represent the only official notice of the proposed contract action, prior to the solicitation.
