- Vicksburg Consolidated Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Transportation Technology Center, Inc. (TTCI), Pueblo, Colorado. This procurement is being conducted under Simplified Acquisiti on Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. The Transportation Technology Test Center (TTTC) is the only test site appropriate for these explosive tests on bridge girders. TTCI is the sole contractor responsible for TTTC, and as such, TTCI is the sole source for support at the TTTC test site. Interested organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 15:30 hrs Central Time Zone on 27-June-2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to c ompete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
