Description
Top Secret Security Clearance Required! This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined s ources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Army Headquarters Combating Weapons of Mass Destruction and Proliferation Policy Division (DAMO-SSD) intends to procure a non-p ersonal service to Conduct Research and provide Anal ytical Support to the Army Staff for Combating Weapons of Mass Destruction (CWMD) within the Three Pillars of Nonproliferation, Counterproliferation, and Consequence Management as a small business set-as ide or under full and open procedures. Only small bu sinesses are to submit capability packages. Please limit the length of the packages to 20 pages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $6.5 million are encoura ged to submit their capability packages outlining their experience in the following key areas or tasks: Resource Management Requirements, Capabilities Assessment and Staff Support-to assess the r equirements and capabilities in the planning, programming, bu dgeting, and execution of the Armys CWMD resource management responsibilities and provide staff support to assist in fulfilling these responsibilities; Army Support for Nonproliferation Impleme ntation and Compliance, Notification Data Management, and Prog ram Oversight Management Requirements  continuous study and assessment of the scope of U.S Government (USG), Department of Defense (DoD), Army, and international implementation for compliance reporting and certification requirements, inspection and visits requirements, data exchange, declaration, and notification requirements; Conventional Weapons and Regional Arms Control Studies, Analyses, and Staff Support  continuously assess the impac t of both USG and international conventional weapons and regional a rms control initiatives on Army operations, plans, force structure, training and resources; Nonproliferation Strategic Studies, Analyses and Support Staff  monitor and assess the status o f negotiations in Strategic Treaties and other nonproliferation fora ; Chemical/Biological Weapons Arms Control Studies, and Staff Support  assess the impact of both USG and international chemical weapons and biological weapons arms control negotiations o n Army Operations, plans, force structure, training and resources. As sist and provide operations, program management, and information technology support: to the HQDA G35 in its role as the Implementing Agent for the Treaty on Open Skies; to support DAMO-S SD in its role as the Implementing Agent for the Biological Weapons Co nvention (BWC); to HQDA G-35 in its role as the Implementing Agent for the Intermediate-Range Nuclear Forces (INF) Treaty and Space and Missile Defense Command (SMDC) as the implementin g agent for Strategic Arms Reduction (START). Counterproliferation Stra tegic Studies, Analyses, and Staff Support  study and assess USG, DoD, Joint and Army Combating Weapons of Mass Destruction (CWMD) policy issues and provide recommendations and suppor t to Army CWMD efforts; and Consequence Management Strategic Studies, An alyses, and Staff Support  assess the impact of domestic, foreign, and combat related consequence management on Army operations, plans, force structure, training and resources. Questions for Sources Sought 1. The Contractor must demonstrate their capability to provide technical and analytical support services for Government to include analytical support; manage system databases; provide programmatic and technical support, and program management. This large- scale effort involves the three pillars of nonproliferation, counter proliferations and consequence management. 2. The Contractor must demonstrat e their understanding of analytical solutions for modeling real-world activities and operations related to Combating Weapons of Mass Destruction (CWMD). 3. The Contractor must demonstrate capability to integrate and manipulate data from various sources into a single database and provide formatted output to a distributed user base. 4. The Contractor must demonstrate capability knowledge of the organizational sub-components within the Department of Defense. 5. The Contractor must demonstrate knowledge of the Department of Defense programming, planning, budgeting and execution processes (PPBE). If at least two responsible small business concerns are determined by the Government to be capable of p erforming this requirement based on an evaluation of the capability packages submitted by 25 June 07 at 1:00PM EST, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requir ement based upon an evaluation of the capability packages submitted this requirement will be solici ted under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement, Bobby Humphries. An Indefinite/Delivery, Indefinite Quantity, firm-fixed price contract is anticipated. The period of performance is a base period of twel ve months and four (4) option years and read as follows: Base Year: 1 October 2007 to 30 September 2008, Option Year I: 1 October 2008 to 30 September 2009, Optio n Year II: 1 October 2009 to 30 September 2010, Option Year III: 1 October 2010 to 30 September 2011, Option Year IV: 1 October 2011 to 30 September 2012. The place of performance will be accomplished primarily onsite in the offices of the DAMO-SSD, 2530 Crystal Drive (Taylor Building) Suite 12084, Arlington VA and in the Penta gon office of ASA (I&E). Significant Contractors work shall also occur at the Contractors offices. Local and overseas travel is a possibility. Contractor personnel will require a current top secret clearance. A written Request for Proposal (RFP) will be posted on or about 7 July 2007. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/Services.htm click on RFPS; select the de sired RFP and click on the Process button. No hard copies of th e RFP will be issued; all amendments will be posted and must be retrieved from this website. Questions are to be submitted by 1:00 PM EST, 20 July 2007. Responses to the RFP must be submitted by email to the POC identified below. No solicitation ma iling list will be compiled.
