Description
The project consists essentially of, but is not limited to, the following: 1. Demolition of the interior construction of existing facility 261 including architectural, structural, mechanical, electrical, and special systems, and windows. 2. Reconstruction of existing facility 261 including complete interior and exterior finishes, window replacement, architectural, mechanical, electrical, and special systems. 3. Construction of two enclosed stairways on existing facility 261. 4. Construction of a single-story auditorium addition, approximately 1,700 square feet, including all architectural, structural, mechanical, electrical, and special systems. The North American Industry Classification System (NAICS) code is 236220. The approximate issue date will be 9 July 2007 with an approximate response date of 8 August 2007. The solicitation is a Request for Proposal and will be issued on an unrestricted basis. All firms must be registered with the Contractor Registration (CCR) http://www.ccr.gov in order to be eligible for award. The solicitation will result in a Firm-Fixed Price Contract. Estimated contract performance period is 540 calendar days. All responsible offers will be considered by the agency. The project magnitude is between $1,000,000 and $5,000,000. The entire solicitation, including the specifications, will be made available only on the Electronic Posting System (EPS) Web Site at http://www.eps.gov The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 436 CONS. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE Code). Telephone and fax requests will not be honored. The following clause will be included in the solicitation and any resulting contract: 5352.201-9101 Ombudsman. OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr Michael R. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
