Description
The 50th Contracting Squadron, Schriever AFB intends to solicit proposals for a service contract to provide a full compliment of maintenance services to support security control systems managed by the 50th Space Wing, Schriever AFB, Colorado. The period of performance for this contract will be a traditional base year and four (4) one year options scheduled to begin on 1 October 2007. The NAICS code for this acquisition is 561621 and the size standard is $11.5 million. This Firm-Fixed Price Requirements contract will be issued for full and open competition using a Present/Past Performance Price Trade-Off source selection method. In accordance with government small business goals, all categories of small businesses are encouraged to participate. Please see solicitation FA2550-07-R-2001, which will be posted on this site approximately 10 business days after this notice. This synopsis summarizes the current Security Control System Maintenance Support requirement for Schriever AFB. The contract shall provide for maintenance services for all equipment associated with permanently or temporarily installed United States Air Force or Department of Defense approved security control and emergency warning systems. Maintenance services shall be all inclusive, ranging from minor inspection and preventative maintenance to restoration of the system to full operational status following catastrophic failures due to natural disasters, loss of electrical grid, or acts of terrorism or war. The contract must maintain the security control systems at a very high level of operational availability. The contract shall provide for maintenance management support services to include collection and analysis of system performance and maintenance data to support operational capability reporting, efficient and cost effective maintenance management, logistics support, sustainment engineering, and cost analysis in support of funds management and budget programming. Included in support services is system sustainment engineering to identify any potential for improvement of system performance, supportability, economy, or longevity, and to provide recommendations to the Government, and upon approval, design, install, and test system modifications. The contract shall also provide management of spare part and material inventories to include ordering, storage, distribution, return for repair, and disposition as well as management all vendor warranties to ensure the Government obtains the maximum value from all purchased or commercially extended warranties. While specific details about the existing systems are not releasable at this time, it can be noted that the system employed at Schriever AFB is one of the largest security systems within the Air Force Space Command, and is fairly complex. It is designed to meet AN/GSX-4 Anti-Intrusion Restricted Area Alarm Set requirements and is constructed of sub-systems/components identified on the Air Force approved system/component listing. The intrusion detection system manages over 2500 alarm points, is composed of over 2300 line replaceable components, and the protected perimeter is approximately 3.4 miles long. The system is expected to expand over the next few years. This contract will require personnel with Department of Defense security clearances ranging from Secret to Top Secret. OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Diane S. Holmes, HQ AFSPC/A7K, (719) 692-5324, diane.holmes@afspc.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
