Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with OPNET Technologies Inc, 7255 Woodmont Avenue, Suite 250, Bethesda, MD 20184-7900 for the purchase of one (1) OPNET Modeler Wireless Suite for Defense and System in the Loop Software. Though this notice of intent is not a request for competitive quotations, information received within 6 days after date of publication of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334611. Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. SOLE SOURCE JUSTIFICATION: AFRL/IFGB requires OPNET modeling and simulation packages to use in the IFG Airborne Network in-house projects. The Modeler Wireless Suite for Defense builds on the capabilities of the Modeler Wireless Suite to support the unique R&D requirements of the defense community. It couples high-fidelity protocol and equipment models with a scalable simulation environment capable of simulating wired/wireless military networks of realistic scale in real-time. The System in the Loop Software enables the user to simulate everything that cannot be on their own; such as, satellites, air and ground platforms, technologies, hardware, networks, and human-in-the-loop. These OPNET packages will allow AFRL/IFGB to conduct effective in-house technical evaluations of airborne networking architectures, including leveraging of OPNET models being developed under contractual efforts.
