Description
Solicitation VA-250-07-IB-002 to replace AC 1 & 2, ACCU 1 & 2 and EF-3 at the Dayton OH VA Medical Center, is now ready for distribution. This has been set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). There is a non-refundable charge of $25.00 for each copy of the solicitation, specs and drawings requested. The payment must be in the form of a money order, or cashier's check. No other form of payment will be accepted. All requests for these documents must be in writing. The estimated construction rage is between $100,000.00 and $250,000.00. The NAICS code is 238220 and business size standard is $13 mil. There will be a ONE TIME ONLY SITE VIST and the information is in the solicitation. All interested parties MUST PRE-REGISTER IN ORDER TO ATTEND. This is a sealed bid procurement, with a bid opening date of July 24, 2007 at 2:00 P.M.E.S.T. Bid bonds, Payment and Performance Bonds are required. Interested parties must be registered in Vetbiz, CCR and orca. The websites are listed in the previous announcement. All offerors are encouraged to register on the mailing list in this website. NO VERBAL REQUESTS FOR INFORMATION OR DOCUMENTS WILL BE RESPONDED TO. As noted in the previous announcement, the documents will be available at several local reading rooms. ORIGINAL PRE-SOLICITATION NOTICE DESCRIPTION: The VA Medical Center, 4100 West Third Street, Dayton, OH 45428, has a project, to Replace Air Conditioning Units 1 and 2, Air Cooled Condensing Units 1 and 2 and Exhaust Fan 3 located on the second floor roof of building 411. This project also includes re-insulation of the 21 inch diameter supply air duct from A/C 1, and the exhaust duct from the kitchen hood, with sprayed on ceramic coating. Estimated construction cost range is between $100,000.00 and $250,000.00. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification Standard (NAICS) code and THE FIRM MUST be registered and be verified in the following websites:http://www.vip.vetbiz.gov, http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. Offerors MUST ensure your registrations in these websites are correct, current, accurate and has not expired. The Contracting Officer is not responsible for this information. JOINT VENTURE INFORMATION FOR SDVOSB FIRMS: The Contracting Officer is not responsible for Joint Ventures. To qualify as a joint venture under the SDVOSB program, each party to the joint venture must be a small business and one of the parties, the managing participant must be an SDVOSB. Further determination of whether or not the joint venture as an entity, qualifies as a small business depends on the dollar value of the proposed contract. The NAICS code for this project is 238220 (Specialty Trade Contractors) and the small business size standard is $13 Million. BOND INFORMATION: Bid Bonds and Payment and Performance Bonds will be required. OBTAINING SOLICITATION MATERIAL: These documents will not be posted on FedBizOpps. These documents should be available in hard copy, on or about June 15, 2007 and there is a non-refundable charge of $25.00 for each copy requested. A ONE-TIME SITE VISIT WILL BE SCHEDULED AND THAT INFORMATION WILL BE IN THE SOLICITATION PACKAGE. DUE TO SECURITY REQUIREMENTS, ALL SITE VISIT ATTENDEES WILL HAVE TO PRE-REGISTER IN ORDER TO ATTEND. SOLICITATION AMENDMENTS: Failure to attend the site visit shall not relieve the successful Offeror from compliance with all specifications, drawings, terms and conditions of resultant contract. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided.
