- THE DETERMINATION HAS BEEN MADE TO ADVERTISE THIS PROJECT AS A TOTAL HUBZONE SMALL BUSINESS CONCERN SET ASIDE. PROJECT DETAILS: This project will consist of embankment construction, drainage structures, and aggregate surface course on 1.22 miles of roadway at Lake Andes National Wildlife Refuge, Charles Mix County, South Dakota. Estimated price range is between $500,000 and $1.5,000,000. This solicitation consists of one schedule. Principal work items include: lump sum contractor testing; 193.6 stations of survey and staking; 8.1 acres of clearing and grubbing; removal of 2 box culverts; 4,400 cu yd of roadway excavation 3,100 cu yd of unclassified borrow; 2,040 cu yd of placed riprap (various class); 11,000 tons subbase grading B; 6,350 tons of aggregate surface course; 360 ln ft of 48-inch diameter arch or elliptical pipe culvert; 80 ln feet of 10-foot span, 10-foot rise reinforced concrete box culvert; 2 irrigation control structures; along with associated subexcavation, rental equipment; general and special labor; and temporary traffic control. Tentative advertisement date is July 2, 2007. NOTE: A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs.
