Description
The U. S. Coast Guard Aircraft Repair & Supply Center C130 Product Line Division, Elizabeth City, North Carolina, requires Structural Engineering Services for the HC130-H Aircraft, on an as required basis for a one-year base period beginning 01 October 2007 or date of award, whichever is later; with four one-year option periods renewable annually. This requirement is for Structural Engineering Services to incorporate the following CLINS: CLIN 1 Structural Engineering Support, On-Site Services, CLIN 2 Travel is support of CLIN 1. This requirement will be satisfied using commercial acquisition procedures as described in FAR Part 12, and Negotiated Procedures in FAR Part 15. The NAICS code is 541330 and this requirement will be satisfied on an unrestricted basis. The offerors must have the ability to obtain propriety data, specifications, and drawings from the Original Equipment Manufacture (OEM) Lockheed Martin. The USCG does not own nor can provide propriety data, specifications, and drawings. Award will be made based on ?Best Value? evaluation methods in which non-priced factors may be significantly more important than price. The Coast Guard intends to negotiate and award one contract for this service. All responsible sources may submit a proposal, which will be considered by this agency. Solicitation HSCG38-07-R-H00005 will be issued on or about 23 July 2007. Notice to Offerors: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
