Description
The Pediatric Epidemiology Section (PES) of the Epidemiology Branch (EB), within the Division of Epidemiology Statistics and Prevention Research (DESPR) of the National Institute of Child Health and Human Development (NICHD), intends to negotiate, under the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, a modification to its current contract with Health Research Incorporated (HRI) entitled Genetic Factors in Birth Defects. This modification will provide for the following: 1. the preparation of the DNA for SNP analysis; 2. organization of the DNA samples; 3. selection of a laboratory to perform the SNP analysis; 4. provide the technical specifications for the SNP analysis to the laboratory (in conjunction with NIH scientists); 5. delivery of the samples; and 6. monitor the performance of the laboratory (also in conjunction with NIH scientists). HRI is uniquely qualified to perform the tasks required. They maintain the samples that will be used for the analysis on their premises and are familiar with how they are catalogued and filed. They are the only group that is familiar with the study protocol. As part of the New York State health system, the contractors have access to the codes that will be used to identify the subjects and samples that will be used in the study. Access is protected by law. The contractor has been authorized by the State of New York to obtain this information and samples. In addition, the contractors work with approximately 250,000 samples per year on which similar testing is done. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for this project. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals to Alice Pagan, Contract Specialist, at the email address provided within 45 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
