Description
lobal Monitoring for Variant Strains of HIV in Cameroon In accordance with 41 U.S.C. 253(c)(1) and FAR 6.302(1), the Centers for Disease Control and Prevention (CDC) intends to issue a sole-source, cost reimbursement (no fixed fee) modification under contract 200-2003-02506 to the incumbenant contractor Care and Health Program (CHP) in Yaounde, Cameroon. The original requirement was competed in June 2003 and awarded to CHP. The original contract's main purpose and objective was to establish surveillance for the emergence of new HIV variants, improve diagnostics for HIV variants, and search for other emerging retroviruses. The extension modification will allow Care and Health Program's staff to work until the end of the fiscal year for continuation and consistency of the Global Monitoring for Variant Strains of HIV in Cameroon project. It is imperative to use CHP for these services because they have been working on it since its inception. Care and Health has history that includes knowledge of the community and program protocols, as well as their established networks with program participants and local officials. CHP?s ability to continue the work they have started will provide a cost savings to the government by preventing this research from ending prematurely. By having CHP continue this work, the study will continue uninterrupted and will provide a substantial cost savings to the Government by having to restart or delay costly aspects of the project. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion on of the government.
