Description
THIS IS A NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH DAVID HAMM OF HAMM CONSULTING FOR NOAA FISHERIES. This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Marine Fisheries Service (NMFS), Conservation Biology Division located in Seattle, WA intends to acquire services to deploy a data dictionary for habitat pathology, complementary to regional monitoring of restoration and habitat status. The period of performance is 1 August 2007 through 30 September 2008. The Conservation Biology Division formed the Mathematical Biology and Systems Monitoring Program to develop, in tandem with the existing Salmon Science Programs and Salmon Recovery Planning Teams, quantitative tools for assessing population and habitat status and recovery potential and progress. One of the major projects undertaken by this program is the development of a rule set to guide the implementation of large-scale monitoring and evaluation programs across the Columbia River basin. The project will accomplish this goal through the development of a data system for characterizing habitat status. The component of the overall project described herein specifically addresses specific design of the data system that characterizes habitat pathologies and limiting factors on the one hand and is complementary to regional monitoring of restoration and habitat recovery on the other. Mr. David Hamm of Hamm Consulting is the only company capable of providing these services. He has the applicable unique experience set and familiarity with Salmon recovery management on the Pacific Coast. He also has demonstrated knowledge of information management in this process of data collection. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
