- **Combined Synopsis/Solicitation** The Government has leases as described in Attachment 1 to this SOW which are currently in Holdover, and require renegotiation. The Government is soliciting proposals from Contractors who will provide manpower, any equipment, and all travel necessary to renegotiate the expired leases. The Contractor will be required to perform the services identified below for each lease acquisition, and will ensure that all actions are taken to comply with Federal Acquisition Regulations, General Services Acquisition Regulations, Federal Management Regulations and internal NOAA policies and guidelines. The Contractor will be required to complete all lease acquisition activity, and present the Government with lease contracts signed by Lessors, and prepared for award, within one year from the award date of the contract.
