Description
M67854-07-R-1148 The United States Marine Corps, Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS) Optics and Non-Lethal Systems (ONS) intends to procure on a sole source basis with award of a sole source Firm Fixed Price contract modification to Kollsman Inc. of 220 Daniel Webster Highway Merrimac, New Hampshire 03054, for procurement of nine (9) AN/USM-657 (v) 3 Third Echelon Test Set (TETS) Electro Optic Variant (EOV) AN/PAS-22 Long Range Thermal Imager (LRTI) Application Program Set (APS). The reason justifying other than full and open competition is that Kollsman Inc. produces the only system capable of meeting the requirement with the specific proprietary software, hardware, and interfaces required. Under the authority of U.S.C. Title 10 2304(d)(1)(B) Contracts competition requirements and pursuant to FAR 6.302.1(B)(1)(i), when there is a reasonable basis to conclude that the agency?s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. Kollsman Inc. is the original equipment manufacturer and the vendor of the AN/PAS-22 LRTI. The LRTI APS will allow the Government to organically troubleshoot, diagnose, repair, and maintain the AN/PAS-22 LRTI systems at the Field Level, by fielding the capability to select Intermediate Maintenance Activities (IMA) geographically located in support of Marine Forces (MARFORs), both CONUS and OCONUS, which best meets the Government?s needs and current mission requirements. It is essential that the Government uses the original equipment manufacturer to purchase the systems and incorporate the variant needed. Kollsman Inc., has the proprietary rights to the AN/PAS-22 LRTI and can incorporate the required software and interfaces to the LRTI APS. Kollsman Inc. is the only source that can meet the Government's requirement in quality and time. This announcement is not a request for competitive proposals; however, if you believe that your company can provide the required items, pleas e call or e-mail the Contract Specialist. The Government anticipates contract award on or about 15 August 2007. The Government will review all responses, without prejudice; whether or not the Government initially determines that another firm is fully qualified to fulfill the PG-13 IWS/ONS Program requirements.
