Description
Design/Build DE-128-06; Demolish Various Buildings & Structures NAVSUBASE New London, Connecticut and Mitchell Field, New York. The contract will be a firm fixed price contract awarded to the best value offeror in accordance with FAR PART 15 using the Best Value Source Selection procedures. The source selection process has been selected in order to ensure selection of the source evidencing the best overall capability to perform the work in a manner most advantageous to the Government, as determined by evaluation of proposals according to the established criteria. This solicitation will be listed as N40085-07-R-1302. The contract will provide complete demolition of 40 obsolete and excess facilities, including 37 at Naval Submarine Base New London and 3 facilities at Mitchell Field in New York. This work will include removal of hazardous materials, floor slabs, foundations, exterior tanks, piping and associated utilities. Third party monitoring of asbestos abatement will be required. Consolidation work will include repairs to existing facilities and relocation of personnel, phones, furniture, and computer systems. The contract to budget award amount, for the complete project is $13,200,000.00. Offerors are encouraged to expend the full $13,200,000.00 to accomplish complete demolition of all facilities The contractor shall provide all labor, supervision, design, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Award will be made to the offeror offering the best value considering both technical and price, where technical and price are approximately equal. Requirements for the technical Source Selection criteria factors are as follows: The technical evaluation factors include: (1) Corporate Experience (2) Past Performance (3) Safety-Construction Firm(4) Technical Approach The government reserves the right to reject any or all proposals prior to award; to negotiate with any or all offerors; to award the contract to other than the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued on or about Thursday, 05 July 2007. Tentative date for submission of technical and price proposals will be on or about Tuesday, 21 August 2007, 2:00 PM (EST).
