" The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be available on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Prospective offerors desiring to conduct business with DOI and download a copy of the solicitation are requested to register their company with the electronic commerce website. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). All vendors should pre-register to save time, by logging onto the Central Contractor Registry (CCR) at the Internet site at http://www.ccr.gov. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. " Proposed Issue Date: On or about July 5, 2007 " Title of Project: Repair and Rehabilitate Sewer System, Carlsbad Caverns National Park, Eddy County, New Mexico " Description: Work includes but is not limited to: 1. Approximately 880 linear feet of sanitary sewer force main. 2. 8600 linear feet of sanitary sewer gravity main to include above and below ground installation. 3. Rehabilitation of the existing Bat Cave Draw lift station with new pumps and controls. 4. Rehabilitation of two sanitary sewer treatment lagoons including demolition, grading, piping, and liner placement. 5. Connections to the Visitor Center and underground restroom sanitary sewers to new sanitary sewer main. 6. Manholes, macerator, pipe supports, double containment piping, and landscape replacement. The NAICS code for this project is 237110 and the small business size standard is $31.0 million. Contract duration is 300 days following notice to proceed. Note: The above ground FRP pipe and pipe supports will be installed on difficult, steep terrain. Underground installation of pipe from Bat Cave Draw comfort station to the south edge of the visitor center parking must be completed between October 1st and March 31st. " Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. All evaluation factors other than price, when combined, are approximately equal in importance to price. In accordance with FAR Subpart 15.300, the government will select the responsible offeror whose proposal represents the BEST VALUE to the government, price and technical and other factors considered. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; and permits discussions if necessary. The government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the government to be the most advantageous to the government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms from price, schedule and technical standpoint.
