- Vicksburg Consolidated Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Panalytical, 12 Michigan Drive, Natick, MA 01760 for 1 each Axios-Cement package, accessories and support items to include: 1 each, Axios High Performance XRF Spectrometer (Cement) which includes 60kV, 125mA, 2.4kW Ultra Stable Programmable Generator; Flow Proportional Detector; Scintillation Detector; Single Sample Loading, LiF200, PE002, GEIII and PX1 Analyzing Crystals, Rh Su per Sharp X-ray Tube; Single Collimator Mask (27mm fixed mask); Two Collimators (150 micron and 700 um collimator for optimization of O-CI-WES); Four Filters (100um Brass filter for LLD improvement between 20-30KeV; 200um A1 filter for LLD improvement betw een 6-10KeV; 400um Brass filter for removal of Ph Tube line interferences; and 750um filter for LLD improvement between 13-17 KeV); Dust Collection System; Sample Charger (up to 168 positions); Two sample trays (2 removable sample tray for 8 sample cups); Two sample Cups, 37mm Aperture with 41mm Inserts; Vacuum System with Automatic Airlock; DOPS Direct Optical Positioning System Goniometer; Independent Theta and 2 Theta Goniometer; DMCA Dual Multi-channel analyzer detector electronics; Positions for 2 Fixed Single Element Measuring Channels; utilities Interface Module; Super-Q Software; Statistical Process Control Software; Universal Automation Interface Software (UAI); Super-Q Cement Database; Suite of Synthetic Cement Reference Materials (ECMOXI); (2) 1 Each, SPC/Monitor Sample Tray, (3) 2 each, Sample Holder 27mm ST 4X (694 per set); (4) 1 each, Sample Holder Insert, 33mm Sample (Set of 8) (a56 per set); (5) 1 each, Sample Holder Insert, 41mm Sample (Set of 8) (156 per set); (6) 1 each, LiF220 crystal , 30 mm wide, 2d 0.285nm.; (7) 1 each FL.CNT.Window 2 MU (5X); (8) 1 each, Upgrade to 2.4KW with PH Anode, SST-MAX & ZETA Tech; (9) 1 each IQ+ standardless analysis software, and set-up standard; (10) 1 each, WROXI Minerals Module includes database softw are, and set-up standards; (11) 1 each primary collimator (0.70mm) optimized for longer wavelengths (O-Cl); (12)1 each, Computer Dell, Deluxe with 19 inch flat panel display; (13) 1 each, HP deskjet color printer with cable; (14) 1 each r100 Water Chiller Water Cooled; (15) 1 each training school at Natick or Temple Facilities (1 person); (16) Upgrade for Computer, Dell, Basic with 19 inch flat panel display (above) to nominal 23 displacy; (18) 1 each Ausmon: Monitor Std. for silicates and general use(Aust ralian Monitor); (19) 1 each, Pre-Installation Kit Axios; (20) 1 each onsite training, 2 days (includes all time, travel, and expenses); (21) 1 each, Onsite training (one additional day); (22) 1 each Axios Spares Kit (Primary); and (23) 1 each, Axios Spa res Kit (Extended). This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Panalytical is the only company that produces a system that has the following features: (a) an X-ray tube and power supply where the output intensity does not degrade with time, (b) a direct-reading optical positioning control system for both axes of the goniometer. Angular positions must be controlled with a n absolute accuracy of 0.0025 degrees and reproducibility with + or 0.00001 degree, (c) a sample introduction system that loads samples through an airlock, off center from the x-ray tube to ensure radiation safety, improve protection for the tube and all ow the x-ray tube to be continuously energized for greater stability; (d) a sample loading port must come equipped with a dust collection system to vacuum samples during the loading process and reduce the risk on dust falling on the X-ray tube; (e) a samp le loading port with a sensor that distinguishes between liquid and solid samples and prevents the accidental loading of liquid samples into a vacuum environmen t; (f) this spectrometer must be built into a compact cabinet capable of fitting through any standard laboratory door, and fit into the existing available laboratory space. The cabinet must have heavy duty wheels, and come with a mobility kit that include an umbilical cord for power and utilities and a wall interface module foe easy installation. Full analytical performance must be guaranteed before/after moving the instrument for service requirements. The government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 0700 hours Central Time Zone on 26 June 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
