Description
STATEMENT OF WORK U.S. Coast Guard T-56 Aircraft Engine Maintenance 1.0 PURPOSE The U.S. Coast Guard is to acquire the services of a commercial vendor to conduct a two week course designed to train Coast Guard personnel in maintenance procedures for the T56-A-15 engine utilized on the HC-130H aircraft. Course support expected under this contract will be provided under the direction of the United States Coast Guard. 1.1 BACKGROUND The U.S. Coast Guard, Chief of Aeronautical Engineering (CG-41) manages a network of aircraft mechanics across the country that provides safe and operable aircraft ready to perform the various Coast Guard missions on a moments notice. In order to ensure the safety of our aircrews and the continued excellent stewardship of the American tax-payers resources, the Coast Guard will need to provide its aircraft maintenance personnel the best aircraft engine maintenance training possible in order to meet these challenges. 1.2 PERIOD OF PERFORMANCE / PLACE OF PERFORMANCE The period of performance shall be a base year with four one year option periods. Primary place of performance will be at the Contractor?s site. 1.2.1 The workday is defined as within the hours of 0800 to 1600/ 8 am to 4 pm, Monday through Friday. 1.3 CONTRACTOR PERSONNEL 1.3.1 Program Manager. The Contractor shall provide a Program Manager who shall be responsible for all Contractor work performed under this contract. The Program Manager is further designated as Key by the Government (see SOW 1.3.2). The Program Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer?s Technical Representative (COTR). It is anticipated that the Program Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of Program Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Program Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Program Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Program Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Program Manager without prior approval from the Contracting Officer. The Program Manager shall be available to the COTR via telephone between the hours of 0800 and 1600, Monday through Friday. 1.3.2 Key Personnel Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without written consent from the Contracting Officer. The Government may designate additional Contractor personnel as Key in each task order awarded under this contract. 2.0 OBJECTIVES The Contractor shall provide information services and materials to train Coast Guard personnel in T-56 engine maintenance. Topics addressed include but are not limited to the following: ? Familiarization with the description and operations of T-56 engine systems ? Familiarization of maintenance, inspection and troubleshooting procedures ? Familiarization of hot section disassembly, inspection and reassembly procedures ? Familiarization of reduction gear box disassembly, inspection and reassembly procedures ? Familiarization of fuel control and temperature datum system calibration procedures 3.0 REQUIREMENTS The Contractor shall provide training to approximately 15 Coast Guard personnel per year. The course shall be delivered in a two week session according to Section 1.2 and 1.2.1 of the SOW. The training will take place in both a classroom setting and a shop/lab environment. Eighty percent of instruction time shall be ?hands-on? training. The Contractor shall provide information services to train Coast Guard personnel in T-56 engine maintenance. Topics addressed include but are not limited to the following: 3.1 T-56 Engine Systems Operations Training. Familiarization with the description and operations of T-56 engine systems 3.2 T-56 Engine Systems Maintenance, Inspection and Troubleshooting Training. Familiarization of maintenance, inspection and troubleshooting procedures of T-56 engine systems. 3.3 T-56 Engine Systems Hot Section Disassembly, Inspection and Reassembly Training. Familiarization of hot section disassembly, inspection and reassembly procedures 3.4 T-56 Engine Systems Reduction Gear Box Disassembly, Inspection and Reassembly Training. Familiarization of reduction gear box disassembly, inspection and reassembly procedures 3.5 T-56 Engine Systems Fuel Control and Temperature Datum System Calibration Training. Familiarization of fuel control and temperature datum system calibration procedures. 3.6 T-56 Engine Systems Compentency. Upon completion of the course, students shall be able to demonstrate ability to perform maintenance on the T56-A-15 engine utilized on the HC-130H aircraft. 3.7 Course Evaluation Questionnaire. The COTR shall review and approve a course evaluation questionnaire. Contractor shall provide to the COTR, within 30 days of completion of the course, a report containing, at a minimum, a student roster, student critiques and instructor comments and observations. 4.0 CONTRACTOR FURNISHED INFORMATION The contractor shall provide all necessary materials to perform all tasks except for any Government furnished property. This includes course material (i.e. handouts, books and tools) to be used during the training and other required information. 5.0 GOVERNMENT FURNISHED INFORMATION The government will screen and provide all attendees for each course convening date. 6.0 SCHEDULE FOR DELIVERABLES The Contractor shall conduct classes during December, February and March for the base and option year(s).
