Description
In accordance with and FAR 6.302(a)(2), the Centers for Disease Control and Prevention (CDC) intends to issue a sole-source, cost-reimbursable contract to The London School of Hygiene and Tropical Medicine (LSHTM). The purpose of this contract is to develop a refined algorithm. The product of this contract will be an algorithm to detect the validity of verbal autopsies which will be delivered to CDC within 30 days of project completion. Verbal Autopsy (VA) questionnaires will be reviewed using expert algorithms. The expert algorithms will be finalized at the end of the evaluative activity, and will be based on exiting algorithms reported in the literature. The physicians involved in the review of the VQ questionnaires and medical records will contribute to the refinement of the algorithms using their clinical experience, and the additional experience gained during evaluative activity participation. During the review of medical records and VA questionnaires, physicians will be asked to transcribe the diagnostic criteria used to attribute malaria and other major illnesses as a cause of death, and this information will be used to refine existing algorithms. Causes of death will be classified as underlying, immediate, and associated causes, according to ICD-10 guidelines. As above, VA questionnaires will be re-interpreted using the expert algorithm approximately one month after the initial review, and similar procedures will be followed to determine cause of death. This will allow the precision of expert algorithm for ascertaining cause of death to be assessed, and compared to that of physician review. Therefore, the London School of Hygiene and Tropical Medicine (LSHTM) is the only organization that can provide the Verbal Autopsy data in Uganda and meet all of the program requirements including cost and time constraints. The LSHTM is the only institution with the combination of specific expertise and experience that meets the specific requirements for this award. The LSHTM is uniquely qualified for this award based on the following experience and capabilities: 1. LSHTM has the support of and a working relationship with the Uganda Malaria and Surveillance Project (UMSP) and The University of California at San Francisco (UCSF).LSHTM/ UCSF scientists have conducted and published numerous scientific papers on malaria indicating the scientific soundness of research conducted by the institution. LSHTM's expertise in clinical epidemiology is highlighted by its role longstanding work in Uganda. 2. LSHTM currently employs the principal investigator who wrote the protocol, and the epidemiologist who has set the standard for verbal autopsy validation studies. 3. LSHTM scientists have numerous publications in peer-reviewed journals. 4. LSHTM is the only organization poised to collect the information within the time line of the President's Malaria Initiative for use of applicable funds. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
