Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Technical Support Branch KC (TSBKC) located in Kansas City, MO, intends to establish a fixed price purchase order for MSP Patchlink Security software that will be utilized by NOAA nationwide on a sole source basis from Patchlink Corporation, Scottsdale, AZ based on the following reasons: 1) NOAA currently makes use of Harris Stat Guardian ver. 4.3 and Nessus to scan and detect vulnerabilities on NOAA devices located on their Network LANs; 2)Harris Stat Guardian was recently acquired by Patchlink Corporation, Patchlink, prior to acquiring Harris Stat, offered an add-on product to the Guardian scanner which provided some level of automated mitigation for vulnerabilities discovered by Guardian; 3) In the last few years Patchlink has become a much more robust product, eventually becoming an integral option of the Harris Stat Guardian product; 4) By purchasing Patchlink licensing, NOAA will be able to acquire both continued Harris Stat Guardian usage, plus the use of the Patchlink mitigation tool. This tool automatically ties into the Guardian scanner to automatically mitigate all MS vulnerabilities, in addition to a very large number of third party patches; 5)No other product offers this scanning/mitigation ability in an integrated product with the same speed, capability, and proven record; 6) NOAA has invested a large amount of funding into Harris Stat User training which allows an almost seamless transition to the new application architecture; 7) Acquisition of Patchlink will reduce the length of time vulnerabilities remaining on NOAA systems, reduce the IT workload involved in Network Security scanning/mitigation/reporting, and require no additional training for users on software that can be extremely complicated in scope; 8) The upgrading of security that will result from using this product on NOAA Systems has the possibility of preventing losses of data and systems that could be irreplaceable. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this synopsis will be considered by the Government. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required Patchlink software. The applicable NAICS code is 511210. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
