- Rapid Tester for Moisture in Cotton Solicitation No. AG-7B31-07-0003: The USDA, ARS, MSA, Southern Regional Research Center, New Orleans, Louisiana intends to procure a rapid tester for moisture in cotton. This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number AG-7B31-07-0003 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following: Equipment Specifications: The acquisition of this instrument will give us the opportunity to perform measure moisture in cotton by an up-to-date lab conditioning oven. The research is concerned with using the ASTM recommended conditioning oven to determine moisture in cotton. Required Features: Automatic Tester for Moisture in Cotton: (1) Drying chamber with automatic turntable f or 10 sample dishes of aluminum or stainless steel. (2) Electrical heating 1100 watt. (3) Built-in electronic temperature controller. (4) Measuring feeler. (5) Resistance Thermometer PT-100. (6) Ventilator for air circulation. (7) Up to 200 degree C for a drying temperature. (8) Better than 0.1% water content accuracy. (9) Integrated computer, touch-screen display terminal and printer port. (10) Tester footprint must not be larger than 650mm H x 750mm W x 610mm D. (11) Set of 10 textile Dishes, perforated 3-1/4 inch diameter x 1-1/4 inch high, 20.5 grms. All systems and components shall be provided with a one (1) year warranty from the date of installation. The warranty shall cover all system parts against manufacturing defect or failure during normal service. Warranty shall cover service labor and travel. Delivery of the unit by the instrument vendor must be within 30 days of award of contract. ALL RESPONSIBLE SOURCES MAY SUBMIT A BID FOR CONSIDERATION. Bid prices shall include all necessary labor, parts, materials, and transportation necessary to delivered FOB Destination a Rapid Moister Tester to USDA, ARS, MSA, SRRC, New Orleans, La. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
