Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICIATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in FAR Part 13 as supplemented with additional information included in this notice. The solicitation number is 263-2007-K-(DV)-0026 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The National Institutes of Health, Office of the Director, Bethesda, Maryland, has a commercial services requirement for program support in the NIH Ethics Office. The NIH intends to contract with Frances Plyler, 8037 W. Hilton Avenue, Phoenix, AZ 85043, the only known source for this particular service. The contractor shall perform the following: 1) Identify the best options for completing each project and be proactive in evaluating the approach and outcome in government ethics. 2) Review and revise the government ethics web site on a continual basis to maintain accuracy and relevance to the National Institutes of Health (NIH) and other users outside of NIH. 3) Maintain the Ethics Management Information System (EMIS) and the NIH Enterprise Ethics System (NEES), which is a tracking system for all ethics functions and manage the system and work with the NIH community to implement it into each Institute Center (IC). 4) Be responsible for identifying needed upgrades and working with NIH staff to design an upgraded system, update the documentation, and train and work with users to enhance their ability to use these system. 5) Revise drafted chapters after receiving input from the NIH community. 6) Finalize and publish chapters to the NIH website through the Office of Management Assessment, and shall also update links from the NIH Ethics Program website. 7) Have the ability to write policy chapters to the NIH website through the Office of Management Assessment, and shall also update links from the NIH Ethics Program website. 8) Incorporate changes in the law or regulations into the training modules and shall also write new training modules. 9) Have knowledge in writing training materials, i.e. training content development, the subject matter and its delivery. 10) In times of high workload or difficult situations, the contractor shall be prepared to take the necessary steps, to include, but shall not be limited to the following: a. Write procedures. b. Review requests or financial reports. c. Assist with the review and preparation of responses to the Department and/or Congress. d. Assist with updating ethics authorities in the NIH delegations database. e. Provide succinct and correct advice. f. Work on special projects as they arise. 11) Maintain security and confidentiality of all government information. 12) Perform most of the work at their primary location. For special projects that require contractor to be present at NIH, NIH will pay reasonable travel expenses (for non-local contractors, air fare, per diem and local transportation will be included). 13) Have at least thirteen (13) years of experience dealing with the areas listed below, to include, but shall not be limited to the following: a. Government Ethics. b. Maintaining a website. c. Working with other contractors to further the mission of NIH. d. Writing policies, procedures, training materials, and system documentation. 14) Have at least seven (7) years of experience in Government Ethics at NIH dealing with the areas listed below, to include, but shall not be limited to the following: a. Providing direction and leadership in the development of ethics policies and procedures, interpretation of Government-wide and agency regulations, to include, interpretation and implementation of ethics policies relevant to financial disclosure. b. Presenting the Office of Government Ethics (OGE) courses and conferences, writing the curriculum, and presenting numerous ethics courses for both employees and ethics staff. c. Reviewing ethics documents and recommending actions. d. Writing ethics documents, other than policies and procedures. 15) Have the ability to design and build a computerized tracking database for ethics actions. 16) The government will provide the following: a. Access to the web server containing the site(s) to be maintained (user name, VPN account). b. Ongoing project review to assure compliance. c. Appropriate information needed for new projects. d. Timely follow-up and feedback for submitted projects. 17) The government will negotiate the extent and time frame of each project or request with the contractor. 18) The period of performance will be for 1 year after date of award.
