Description
This synopsis superceeds Synopsis # N00421-07-R-0012 posted on Feb. 9, 2007 and is replaced with Reference Number N00421-07-R-0012REV1. The Naval Air Systems Command (NAVAIR) has a requirement for Lean Six Sigma Continuous Process Improvement (LSS CPI) support for the Department of the Navy (DoN), to include all Navy and Marine Corps installations and deployed assets as well as associated DoN Enterprise interfaces. The contractor shall provide the following: LSS CPI deployment consultation and project coaching; classroom and computer-based training with certification in LSS CPI; and analogous tools, methodologies, and principles to cost effectively maximize organizational effectiveness, efficiencies and cultural change through a comprehensive, fully integrated, multi-tiered LSS CPI program. The objectives for this effort are to support DoN transformation by developing, deploying and institutionalizing LSS CPI concepts, skills, tools, and methodologies to reduce costs, decrease cycle time, and increase quality and innovation. This unrestricted procurement will enable the DoN to become self-sufficient for sustainment through LSS CPI intellectual property and a train-the-trainer process by training civilian and military personnel. Some of these personnel will be trained to the levels of Black Belt and Master Black Belt so that they can become qualified DoN LSS CPI instructors who can in turn train other DoN personnel in designated LSS CPI concepts. The North American Industrial Classification System (NAICS) code for this effort is 611430 and the Federal Supply Code is U099. The Naval Air Systems Command will host an Industry Day on Wednesday and Thursday, 21-22 March 2007 to provide interested parties with additional information and solicit feedback on its DoN LSS CPI requirement. Day one will be to present and discuss the Government?s requirements. Day two is reserved for companies to have one-on-one discussions with the Government. Industry day will be held at the Southern Maryland Higher Education Center, Center Hall Building II, Patuxent River, MD from 0900 to 1600 on both days. Please provide the individual?s name, company, phone and e-mail address. Attendance is limited to five (5) individuals per company due to space limitations. Only individuals that pre-register are guaranteed seating. Day two is reserved for one-on-ones in 30 minute increments. Companies interested in a one-on-one should request a time-slot and provide the names of the individuals who would like to attend. Time slots are limited for the one-on-one discussions so only those offerors that register and request a time-slot will be guaranteed. The Government intends to publish a bidders list to encourage subcontracting opportunities. As a result, please provide the name and phone number of the primary point of contact for your company.
