Description

The Department of the Navy, Space and Naval Warfare Systems Center, San Diego, CA intends to award a firm fixed price purchase order on a sole-source basis to IRI Computer Communications Corporation, dba IRI CO, 11950 San Vincente Blvd, Ste 102, Los Angeles, CA 90049-5013. This procurement is for a proprietary software license for a network communication modeling tool PLANYST to include training and technical support for the Joint Tactical Radio System (JTRS) Joint Program Executive Office. This notice of intent is not a request for competitive proposals. See Note 22. This is a commercial acquisition purchase order utilizing simplified acquisition procedures in accordance with FAR Part 13. No hard copy RFQ will be prepared or made available for distribution. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this purchase order would result in an unacceptable delay meeting the JTRS program objectives and added costs that are not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) is 541330, the size standard is $25 mil.
