GENERAL INFORMATION: Document Type: Sources Sought Notice Solicitation Number: N44255-07-R-XXXZ Posted Date May 1, 2007 Response Date: May 25, 2007 Classification Code: 99 NAICS Code: 562910 CONTRACTING OFFICER ADDRESS: NAVAL FACILITIES ENGINEERING COMMAND, NORTHWEST 1101 Tautog Circle, Suite 203 Silverdale, Washington 98315 In accordance with the Federal Acquisition Regulation 5.205, Naval Facilities Engineering Command Northwest (NAVFAC NW) is conducting a Sources Sought Notice and Industry Day Forum focused on munitions clearance and removal. This is not a solicitation announcement for proposals and no contract will be awarded from this notice. Reimbursement will not be made for any costs associated with providing information in response to this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. NAVFAC NW is seeking to identify potential sources for an upcoming stand-alone firm-fixed price service contract for munitions clearance and removal at the former Adak Naval Air Facility, Adak Island, Alaska. NAVFAC NW is seeking information regarding the interest and qualifications of potential sources to perform munitions clearance at three areas of concern (AOCs), totaling about 366 acres. The munitions clearance and removal will be completed from the surface to a depth of four feet below the mineral surface layer (bgs), in accordance with the remedy presented in the Adak Operable Unit B-1 (OU B-1) Record of Decision (ROD). See attached project history and description. The North American Industry Classification System (NAICS) Code is 562910, Remediation Services, with a Small Business Size Standard of $13 million. Interested sources are invited to respond to this sources sought notice by using the form provided under the separate file titled Munitions Form. Each firm shall complete page one of the form and then provide up to five projects that best demonstrate the company?s experience relative to the type of work covered by this requirement using page two of the form for each project. Projects should be representative of NAICS 562910 and be similar in size, scope, and complexity to this requirement. Contracts must have been performed or substantially performed within the last ten years. Contracts with federal, state, or local Government, and/or commercial customers will be accepted. Submit a maximum of 5 projects on page 2 of the attached form describing the following: 1) Experience. Describe the government or commercial contracts/projects your firm has completed in the last 10 years showing your experience in performing firm-fixed-price type munitions clearance and removal contracts. For each of the contracts/projects submitted for experience, provide the title; location; whether prime or subcontractor work; contract or subcontract value; type of contract; contract completion date; customer point of contact including phone number; and a narrative description of the product/services provided by your firm. NAVFAC NW will use the information provided by interested sources for technical and acquisition planning. All data received in response to this Source Sought Notice marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this sources sought notice by 2:00 p.m. local time on 25 May 2007 by submitting an e-mailed PDF attachment of your response followed by one hard copy to grace.montero@navy.mil. The subject line of the email shall state MUNITIONS RESPONSE SOURCES SOUGHT. Emails shall be no more than 10MB in size. If additional space is needed, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the participants. In conjunction with the sources sought notice, NAVFAC NW will be holding an Industry Day forum focused on munitions clearance and removal on Monday, 21 May, 2007 from 12:30 p.m. to 4:00 p.m. There is no fee for this event. This sources sought/industry day notice and other information will be posted at http://esol.navfac.navy.mil for viewing or downloading. Interested sources are invited to attend an Industry Day forum focused on munitions clearance and removal. The purpose of the munitions clearance and removal Industry Day is to obtain information from industry on issues and concerns associated with developing and executing a firm fixed price service contract for munitions clearance and removal identified in the attached project description and history. Agenda for the industry day forum will be as follows: A. Welcoming Remarks. B. Purpose of Industry Day. C. Project Description and History. D. Roundtable forum for industry discussion and feedback. E. Concluding Remarks. LOCATION: The location of the industry day is the Jackson Park Community Center, 90 Olding Road, Bremerton, WA 98312. Driving directions: From Highway 3, take the Austin Drive exit. Go north on Austin Drive. Turn right on Olding road. You will see a Jackson Park Community Center sign. Turn right into the parking lot. The Community Center is the building on the left.
