Description
This is a sources sought, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The Government intends to operationally evaluate up to one portable hand held and/or one bench top X-Ray Fluoroscopy (XRF) instrument(s) provided by each invited vendor who chooses to participate in an operational evaluation at the US Navy Fleet Readiness Center Southeast (FRC-SE) located at Jacksonville FL. Though the intent is to evaluate one handheld and/or one desktop unit from each vendor, the Government reserves the right to evaluate additional units or no units nominated by a specific vendor. Each vendor?s XRF system(s) will be evaluated over a one day period and will involve a vendor selected test evaluator and government personnel test evaluators for material analysis of multiple component lead finishes and solder alloys on high reliability aerospace avionics and electronics. The vendor will have the opportunity to demonstrate and provide appropriate training up to a 4 hour period on their equipment operation. Details will be included with the vendor invitation. This sources sought is not a request for proposal. The determination of which vendor(s) item(s) to invite for the XRF operational evaluation is solely at Government?s discretion upon review of specifications and associated data (vendor advertisements and/or other performance assessments that a vendors hardware may have previously been involved) provided with the vendors statement of interest. Due to the associated use of this equipment by government personnel, all IEEE/ANSI C95.1, OSHA Regulations 29CFR 1910.96, FDA regulations 21 CFR chapter I sub chapter J, and Nuclear Regulatory Commission Rule and Regulations 10 CFR 20 must be met. It is the intent of the government for these portable, handheld and/or desktop XRF analyzer units, to be used during/with standard operational procedures without causing any additional limitations or burdening the ?users? to any additional radiation, hazardous material and/or safety risks. Interested parties may identify their interest and capabilities in developed, model hand held and best model desk top XRF equipment by providing their response of willingness to participate in the evaluation described in this synopsis and a description of the equipment systems performance/data sheet, limited to five pages for each type system. We request that each vendor provide each of their XRF analyzers optimum performance capability specifications by utilizing existing libraries, additional/special collimators, adjustments and calibrations within the system and/or supporting equipment by COB 06 July 07. Vendor participation cost is totally born by the vendor and the government assumes no liability for time, travel, equipment, supplies or other direct or indirect costs incurred by the vendor in the planning, preparation or conduct of this XRF operational evaluation. There is no implied or actual promise to purchase. Vendors selected for the XRF operational evaluation will be contacted by the Government to schedule their participation. Government intent is to perform the operational XRF evaluation from 23 July 2007 thru 10 August 2007 time frame. A formal report of this evaluation will be released within 60 days after the final evaluation to all vendors participating.
