- The United States Army Communications-Electronics Life Cycle Management Command (C-E LCMC), Fort Monmouth, NJ 07703, intends to award, on a non-competitive basis, a three (3) year, Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract to procure approximately 6,600 total 30 and 60 kW, 50/60 and 400Hz, Tactical Quiet Generator (TQG) sets, NSNs 6115-01-461-9335, 6115-01-462-0290, 6115-01-462-0191, 6115-01-462-0292. This effort is Sole Source to L3 Communications Westwood Corpor ation, MCII Electric Division (L3) 12402 East 60th Street, Tulsa, OK 74146, under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(a)(1), Only One Responsible Source. The estimated minimum contract quantity is 75 TQGs, and the estimate d contract ceiling is $201,000,000. The U.S. Army CE-LCMC has established an Interactive Business Opportunities Page (IBOP) website to allow electronic transmittal of Requests for Proposals (RFPs) and Invitations for Bid (IFBs) from CE-LCMC to Industry. The offeror's proposal shall be submitted electronically via the Interactive Business Opportunities Page (IBOP). The URL for the IBOP is https://abop.monmouth.army.mil. Files shall not contain classified data. The use of hyperlinks in proposals is pro hibited. Directions for navigating this Internet site are contained in a User Guide located at the Help Support link on the Navigator button or contact the IBOP help desk for assistance at 732-532-1840 or 732-532-5246. Offerors will need to be registered users in the IBOP in order to submit proposals. When submitting documents via the IBOP, files larger than 200 megabytes may utilize compression software, such as Zip Compression/Inflation (WinZip) or File Transfer Protocol. Proposal files may also be su bmitted as separate uploads in their native format, i.e. doc, xls, ppt, etc. Please note - Self extracting .exe files are no longer accepted.
