- The Contracting Center of Excellence (CCE), on behalf of the OFC Chief of Public Affairs, intends to a negotiate a sole-source contract with Vocus, Inc. The intent of the negotiations will result in a Firm-Fixed-Price (FFP) contract. The Government intends to purchase a one (1) year subscription to Vocus Public Relations Professional Edition, Vocus PR v5.0, Concurrent Seat Licenses (3 users), and the Advanced Analytics and Graphical Reporting Module. The Contractor, will supply the Government with a media monitor, capture and analysis program and a communications management system to support the Governments Public Affairs efforts. The program must have state-of-the-art capabilities for gathering, collating, and analyzing news stories about the Arm y from print and electronic media. The program will also allow for management of projects, collateral, campaigns and message effectiveness. The system will provide the ability to prepare detailed reports, with graphic depictions of trends and data, on a fully automated or near fully automated basis. The product must have online content and be frequently updated. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with one source under the authority of FA R 6.302-1, Only One Responsible Source. There is no solicitation document and no Request for Proposals will be available for competitive proposals. Interested parties may identify their interest and capability to respond to this requirement, no later th an 9:00 AM (Eastern Standard Time) on 26 June 2007. A determination by the Government not to compete this requirement based upon any responses to this notice is solely at the discretion of the Government. The CCE POC is Mr. Adam R.
