- Central Federal Lands Highway Division (CFL) in Lakewood, CO is a part of the Office of Federal Lands Highway (FLH) of the Federal Highway Administration (FHWA), an agency within the U.S. Department of Transportation. The FLH provides planning, design, and construction engineering services for more than 90,000 miles of roads on lands administered by Federal Land Managing Agencies such as the National Park Service, Forest Service, Military Surface Deployment and Distribution Command, Fish and Wildlife Service, and Bureau of Indian Affairs. The CFL is seeking proposals for obtaining highway vehicle operating speed data for calibration and application of the Interactive Highway Safety Design Model (IHSDM). The IHSDM is a tool used by FLH to evaluate the safety and operational effects of highway designs. The IHSDM?s Design Consistency Manual (DCM) is used to evaluate operating speed consistency on FLH two-lane rural highway design projects. A limitation of the DCM for FLH is that the model was calibrated using data from State maintained highways with 55 mph speed limits. In comparison, many Federal Lands Highways are designed for lower speeds. In order to expand the range of applicability of the DCM to lower speeds for FLH application, it is necessary to collect additional data on lower speed roadways and to calibrate the speed prediction model for a wider range of conditions. The methodology for collecting this data is more fully explained in the SOW which will be included with the RFP. Proposals shall address the offeror?s demonstrated understanding of the statement of work, technical approach to perform the work, technical capability to complete contract requirements satisfactorily, and past performance on similar projects. This is a best value negotiated type procurement and evaluation factors for award will be fully stated in the RFP which is available as noted below. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered. A written solicitation, DTFH68-07-R-00009 will be advertised on an unrestricted basis and will be awarded as a firm fixed-price contract. The North American Industry Classification System (NAICS) code is 541690. The award is anticipated to be a performance-based, fixed price award. Price range is from $75,000 to $125,000. The Request for Proposals will be issued on or about July 5, 2007 at the Central Federal Lands web site at http://www.cflhd.gov/procurement. Go the website and then click on the Other Procurement Tab. The RFP will also be uploaded to the FBO website. Proposals in response to this RFP will be due on or about July 31, 2007.
