- The Department of State intends to issue Amendment 002 to 8(a) competitive Solicitation # SAQMPD06R1028. This solicitation is for warehouse operations services at the Department of State Warehouse, Hagerstown, MD. The required services will include but are not limited to: manage, perform and supervise overall warehouse operation services for the storage of household effects (HHE) of Government employees, to include such tasking as receiving (from domestic van line firms or export) packed HHE in wooden lift vans/crates; inspection and weigh of the lift van/crates; packing; crating; inventory; storage; building export boxes that meet ISPM 15 (USDA/APHIS) requirements; and other related services. The service provider and any prospective subcontractors will be required to posses a SECRET level facility clearance at the time of award and must be able to obtain individual security clearances at the SECRET level for a specified number of employees; background checks for all employees will be required. This acquisition will be advertised as a 100% 8(a) Program set aside. The National American Industrial Classification Standard (NAICS) code for this procurement is 493110. The Request for Proposal (RFP) requires the submission of a technical proposal and price proposal. Evaluation and award will be on a best value basis. The solicitation (and amendments) will be issued via FEDBIZOPPS. NO PAPER COPIES will be mailed. Placement of a firm fixed priced (FFP) Indefinite Delivery/Indefinite Quantity type contract for a one-year base period, plus four (4) one-year options is anticipated. ALL PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION (CCR) IN ORDER TO BE ELIGIBLE FOR AWARD.
