Description
PRE-SOLICITATION NOTICE. Furnish all labor, materials, and equipment necessary for the Rehabilitation of the Barracks Building at the first and second floor berthing areas. The work includes: Demolition of the ceiling grid and component and selective 4" concrete walls, doors and doors frames, plumbing fixtures, mechanical and electrical system and abatement of asbestos-containing item and lead paint. New construction includes: In-metal stud walls, CMU infill, new doors with frames, new suspended ceiling system, new floor finished and base, new ADA public restrooms with an accessible ramp at first floor. Reseal existing door and window openings to limit moisture and air infiltration; Replace existing mechanical and plumbing systems. New wet-pipe fire sprinkler system connected to building system and fire alarm; New audible/visual multi-zone fire alarm system connected to building alarm system; Upgrade existing electrical systems and lighting. The estimated price range is between $1,000,000.00 and $5,000,000.00. The applicable NAICS Code is 236210, with a three-year average annual receipts small business size standard of 31.0 million. Bid guarantee, payment, and performance bonds are required. This procurement action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but to be received not later than 15 calendar days from this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUBZone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice.
