- THIS IS A PRESOLICITATION NOTICE AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITATED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) intends to issue a Purchase Order using Simplified Acquisition Procedures for a stand alone Virtual Paint training system, and training of 6-8 ATTC instructors to become proficient in training USCG students and individuals in the new technologies and equipment utilizing the Virtual Paint system. The Coast Guard does not own nor can obtain specifications, plans, or other technical data for a Virtual Paint system. Requests for specifications, drawing, etc. will be disregarded. The RFQ document, HSCG38-07-Q-500023, will be available for downloading from FedBizOps on or about July 5, 2007 at www.eps.gov or can be obtained by faxing or Emailing a written request (252) 335-6463 (FAX) Daniel.K.House@uscg.mil (e-mailing address), with an anticipated award date of July 31, 2007. The North American Industry Classification Standard (NAICS) is 423490 and the size standard is 100 to classify as a small business. THIS IS AN UNRESTRICTED PROCUREMENT. All responsible sources may submit a quotation which shall be considered by the agency. Sources must be registered in the Central Contractors Registration (CCR) www.ccr.gov and have a valid Cage Code. Sources must have a DUNs Number or have the ability to obtain one, and must be listed in Online Representations and Certifications Registration (ORCA) https://orca.bpn.gov F.O.B. Destination is preferred. Quotes will be evaluated on the basis lowest price technically acceptable. Desired delivery for supplies and services is 45 day ARO. Packaging instructions will be specified in the RFQ/Solicitation. Delivery shall be United States Coast Guard (USCG) Aviation Technical Training Center (ATTC), Elizabeth City, NC 27909, and Attn: AMTCM Tracy Stevens. See Numbered Note 26.
