Description
DESCRIPTION: The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the American Association of Poison Control Centers, 3201 New Mexico Avenue, Suite 330, Washington, D.C. 20016. The purpose of this contract is to enhance national Toxicosurveillance activities by improving the capability of poison control centers (PCCs) to interact with and utilize the national toxic surveillance system, referred to as the National Poison Data System (NPDS), by providing help desk services and research assistance. Additional activities supported through this contact include developing fact sheets to educate the public and public health organizations about poisonings and the services provided by PCCs and supporting speaking opportunities at national public health conferences to educate attendees about the NPDS. The American Association for Poison Control Centers (AAPCC) is the proprietor of the NPDS. The AAPCC is the only organization that collects and compiles data from the nations 61 poison centers, analyzes the data, and conducts national Toxicosurveillance in coordination with the CDC. Additionally, AAPCC is the primary member organization of poison control centers (HRSAs Poison Control Program grantees). As the proprietor and manager of this system, the AAPCC has the expertise to provide help desk and research support to PCCs on how to use and interact with the system and to develop fact sheets on the data to educate the public. This expertise is critical to optimizing poison centers use of the system and ensuring that quality data surveillance and that comprehensive accurate information can be shared with the public and health care providers. The anticipated period of performance for a resulting contract would one (1) year from the effective date of the contract. The statutory authority for sole sourcing is 41USC 254 (c) (1), as set forth in FAR 6.302-1 (ii) (A),it is likely that an award to any other service would result in (A) substantial duplication of cost to the Government that is not expected to be recovered through competition. A Justification for Other than Full and Open Competition has been prepared by the Government. This notice of intent is for informational purposes only, and is not a request for competitive proposals.
