- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, Olympic Coast National Marine Sanctuary (OCNMS) located in Port Angeles, WA intends to acquire service from one source under the authority of 41 USC 234 (c) (1) Only One Responsible Source. The known source is the Quileute Tribe. The purpose of this contract is to initiate the second phase in the development of a collaborative program between the Quileute Tribe (hereinafter, ?the Tribe?) and the National Marine Sanctuary Program (NMSP) for the purpose of strengthening government-to-government relationship as well as creating an organizational structure for the Olympic Coast National Marine Sanctuary (OCNMS) which provides meaningful opportunity for all affected resource management entities to guide and provide policy direction to the sanctuary. On January 30th 2007 representatives from NOAA, the State of Washington, the Hoh, Makah, Quileute Tribes and Quinault Nation signed a Memorandum of Agreement. The purposes of the MOA. This is a simplified acquisition with an estimated value of less than $100,000. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Quileute Tribe without futther notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
